Could not load SSL Library

Have a customer that is having an issue with ShipRush UPS v11.0.8.4014 when using with IQ. Works fine in standalone mode. The error being received once the ShipRush UPS window is populated and Ship is selected is:

Unable to submit transaction to the UPS server. Please check the internet connection or contact your network administrator
(Could not load SSL library..

Yet FedEx is working fine.

Any ideas?
