Problem shipping to Peurto Rico

When I put in Puerto Rico as the state I get this error message:

USPS server returned error:
Invalid value specified for ToState. ToState must be 2 character state abbreviation. [-2147219061]

How can I ship a package I have to Peurto Rico without getting this error message.
