Where is order manager?

This is our first time needing to upload a mass mailing from an excel spreadsheet. We have been using ShipRush for FedEX for just about a year now, ShipRush version : 9.6.0.50524. It ties into our QuickBooks v13 enterprise.

I can't find order manager anywhere and documentation about it seems to assume that it's just "there". When we click on settings we do not have the choice of "Handle orders"

We set up a my.shiprush account thinking that it was connected somehow, but nothing over there either.

Any help would be appreciated...
